No, developers almost always offered dedicated servers for their games up until 2008 or so, right around GFWL started being used in games in attempt to straggle people on official servers only. Thankfully many games from that era were modified to have proper multiplayer again today without the need of official servers, but that was the death of dedicated servers. Steam today still has a menu for these servers so you can keep track of every single Source/Goldsrc game's servers without even having to launch the game. Terraria is a modern example that includes a server .exe with the game, you can even play with your friend that has a pirated copy that way, just like old games.

Ideally, even a cutdown version of the initiative would work too, basically legalizing private servers, because as of right now, they're essentially copyright infringement, but other than blizzard sometimes raising a stink about WOW private servers, no one else really cares. If the initiative passes and the EU says that all they can do is just simply make it legal to reverse engineer dead games that require a central server to be played, that would be a good compromise too in my opinion, it's still up to the EU how they wanna put any of this into law
