The thing is, this approach is only a short-term solution. You may have stopped this attack on Hoover Dam, but you also taught Legate Lanius the importance of logistics, so now he'll go and make extra sure that his supply lines are well-reinforced and not a trace of flimsiness anywhere. Then he'll come back. What this means for the Dam is that they had better get extra serious with their defensive strength if they hope to stand a chance against a reinforced Legion. It's not a long-term solution.

You didn't teach him, you played on his pre-existing reservations with the Mojave campaign. He never supported it and believed Caesar was in the wrong, having endured a similar boondoggle previously.
He's far more shrewd than the legends around him suggest, and his origin story is likely fabricated.
