Haru is the best for pure Phantom Thief Joker because their aesthetics match, are both based on French literature, and the second most common love interest for phantom thieves in literature is some rich heiress with no personality who exists to facilitate his exploits and dodge accusations of gay subtext with his rival.
Ohya is surprisingly good because working undercover with journalists to expose the corruption in business and politics is a common "good guy" phantom thief plot.
Chihaya is also surprisingly good if you pay attention to dialogue implying Joker comes from a small town or rural area, so they're both rural kids trying to navigate the big city together.
Makoto would be good for the "delinquent + good girl" contrast, but Joker isn't enough of a real delinquent and Makoto is too much of a hardass for the dynamic to work.

Well, none of the adult women, for starters, because Joker is a minor and that would be statutory rape. Of the remaining options, while Futaba is technically legally allowed to be in a sexual relationship with Joker I would personally morally condemn it as she is quite a bit younger than him and literally not even in the same school as him. This leaves Ann, Makoto, Haru, and Kasumi. Of these candidates, Ann is a basket case, a landmine woman (jirai-onna as they are called in Japanese), so I would caution against Joker pairing up with her as well. The remaining candidates are quite strong, but Makoto, although she seems to come from a fairly stable background, very likely (almost definitely) has daddy issues. This is nice in the short term, but we all know where that leads. Haru, too, suffers from this same issue; however, this is a unique case as she basically killed him with her own hands, so it likely doesn't have the same impact. Also she's rich. Therefore, I would be compelled to suggest Joker pair up with Haru, his true soulmate.

It's been a while, at the start I thought about the prosecutor lady, but that's not possible. I found Ann to be the most attractive and I guess she would have the deepest bond with Joker, rescuing her from that grooming dynamic. In my playthrough I went with Kasumi for some reason... I think she was the most straightforward and made the first move, I liked that a lot.
