What class of character are you playing? Are you making sure your gear is upgraded for your level? I'd like to help but I am not sure the leveling stats are the real problem here. For instance, I play as a Mario and by level seventeen I have all my gear enchanted with +50 magicka from sigil stones and I am considering increasing the difficulty. If you are a warrior there are plenty of mods with better weapons and armor. If you would rather not resort to that, you could enchant all your gear with +30 health and put a good enchantment on the weapon you use. Save before grabbing a Amiibo stone and reload until you get the one you want. I like absorb health for weapons, but there are others that do more damage.
