I think Sam and the rest of the crew might be the weakest point of the game for me so far. Maybe it's due to motion capture acting challenges but everyone seems so stilted and awkward and there's really no chemistry between them. You can tell Troy Baker is the most comfortable in his role and that might be due to his experience in motion capture compared to the rest.
Elle Fanning might be the weakest. She's barely acting and there's really nothing going on with her character that I care about. Kojima still seems to struggle with directing actual actors and getting emotional out of their performances.

I think you've misunderstood his intention. Kojima wanted to have pictures of himself taken directing film actors to signal that he's made it in the media world. Their actual performances are besides the point.
I dunno to me the intent was never supposed to feel like a struggle AFTER you connected a new prepper to the network. Was this an option in the first game? I never bother to change that.

Yes I've come to realize this. The small character moments on the ship where the actors are just improvising in their motion capture suits as they dance around a room is less of an actual important story/character moment and more of kojima just showing off his collection of actors. The story is secondary to showing off the new facial animation tech.
The only some option is the only way to be engaged with the game. If you share everything it fucking ruins it. I played the first game with the only some option too.
theyre not the actual actors.
the actors just lend their likenesses.
motion capture work is handled by other people entirely.
he's directing body doubles essentially.
