Truth is, they probably intended to make a whole army of various perma-crippled NPCs who, just hang around or are a vital and important part of the story.
Because the wheelchair has the typical nu-DnD design with a buckled bag in the back (that the person sitting in it could realistically never reach) and up until this, there was only some shitty low quality wheelchair they made back in Cataclysm for one meme quest, which was reused in Dragonflight (the gayes expansion yet) to include a crippled dragon guy.
They obviously planned to continue in the hyper-faggot theme that Dragonflight started (technically it started in Shadowlands, but Dragonflight just went all out with the faggotry), but then Metzen came back and told them to cut this stupid shit, so they just reused it for this moment.
