Rating boards going full retard about console releases and thus costing devs a lot of money is not unprecedented. Recently a small indie game Vault of the Void had it's console release, and ESRB decided - without a warning - to bump it's age rating from T to M for "violence" despite only violence being blood splatters from character sprites. The devs were able to appeal it, but it also led into console storefronts delisting the game until it was resolved because apparently they consider bumping of age ratings in their stores bad publicity for some retarded reason.
