As someone who does, as far as I can follow, a similar job, I am NOT IT. My job can best be described as polishing the shit IT gives me, wrestling the network to get things to work, and filtering the idiot questions of the even less tech literate staff, before kicking any actual problems upstairs. A solid quarter of my job consists of looking around online for solutions to a particular problem while bars fill, then trying those until one works.
It's not a do nothing or pointless job, it does have some understanding requirements above the average person, and I do write some code now and then, but that's NOTHING compared to what the actual computer touchers do. I still cannot follow work conversations between them I overhear, and I can hear the way they change how they describe things so I can make sense of them. That's the best way to describe what I do, I think, I'm the adapter between actual experts, and regular people. I take the time wasting non-questions, and do the finicky shit like gluing shit together on a web page so it looks nice, but I do not manufacture any of the various black boxes that are sent to me, that I barely understand besides where to plug them in, that actually do shit.
The difference is either nobody told him what he was doing wasn't actually game developing, he just saw "video game" manifest around him, and thought what he was doing was central to that process, or he's just desperate for the kind of prestige that comes with it, and his mouth is writing checks his ass can't cash. Given the handful of interactions I've seen that are visible enough for him to enter my field of awareness, I'd say it leans the latter, he seems kinda like an insecure, cowardly person, who would have a hard time not punching up an unflattering resume to be a superhero. He doesn't seem as utterly clueless and ditzy as it would take to genuinely believe whatever secondary or cleanup tasks they had him doing just magically results in a video game.
