It's already programmed, it's already designed to do everything that is needed to be done.

Four lines of code to read an IP address from a text file in client directory and you're done.

Even less than that. If they update the game in house, they obviously can run a LAN version of it, just need to flip a switch. Even if its something more complicated like running a server locally simulating the always online server, its easily doable to ship that in a file for players. Most of those servers aren't even as resource intensive as they seem to be, people are self hosting thousands of private servers for MMOs. It's not even about foresight or bad coding, they just don't want you to be able to play it offline.
