Because effective employee counts level off at about 30-50. Beyond that it's really just padding so that business majors in the upper echelons of the company can use "performative hiring and firing" to appear more forward thinking and better at their jobs. Need to announce a bad fiscal quarter? Bundle it with layoffs so it looks like you anticipated it.
Of course it's hypothetically possible to just have dozens of smaller teams, but at that point you can't do performative layoffs without killing the development of the games that are in development.

Businesses operate on assumptions of growth, so a business might over-extend itself if it believes its revenue will grow in the next few years but then it doesn't. In that circumstance layoffs and cuts are required to balance the books in order to account for the lower than expected revenue. Game developers thought growth would be much faster than it has turned out over the past few years and are needing to balance their books in order to satisfy shareholders.

They aren't selling more. The industry has been in decline since 2022. In fact, everyone budgeted based on infinite growth which didn't come. Thus, layoffs and cancelations
