Beyond that it's really just padding so that business majors in the upper echelons of the company can use "performative hiring and firing" to appear more forward thinking and better at their jobs. Need to announce a bad fiscal quarter? Bundle it with layoffs so it looks like you anticipated it.
Of course it's hypothetically possible to just have dozens of smaller teams, but at that point you can't do performative layoffs without killing the development of the games that are in development.
