ESO was and still is one of the most profitable MMOs on the market and was in recent times the most, FO76 despite all the memes around its launch failure also made and still makes bank, and got a reception comeback somewhat.

Like it or not Bethesda's two MMOs have been a success, it's not a surprise they wanted to make a new one.

Zenimax was looking to sell so they launched a lot of live service initiatives to look attractive.
Remember Redfall? That was one of them. Phil came in, told them to cut the MTX, made them spit shine it into something playable solo, and had them drop it the moment it was good enough.
