That's not true. If you played the songbird ending Myers tells Glownigger to kill her. Also Songbirds existence breaches several treaties that the NUSA have signed with netwatch and other corporations/nations. Myers wanted Songbird and her skills. In the songbird route, she switches to kill mode because she thinks Songbird can't be captured anymore. But when Reed tracks her to the moon shuttle, she once again wants her in alive.
Just like in the Reed endings, she is happy when you spare her, but is pissed when you kill her.

Songbird has already tried to escape and proven her disloyalty to Myers. Myers won't allow that to happen again. Songbird is as good as dead. It's worth noting that you do not see Songbird again even in the full NUSA ending where you are cured. Reed says she is incarcerated. Reed has been lying to you the whole game.
Myers doesn't want Songbird. She wants the technology that is Songbird. After Songbird has escaped once, Myers wants her dead.
On the rooftop she isn't undecided about what to do about Songbird, she's very clear about it and convinces Reed to kill her.
If you hand her over at the Shuttle she is killed.
