In a recent guidelines revision anime was specifically listed as not allowed to be sold unless it's through youtube's, twitch, etc's monetization system.
If you want to sell music based on his music the only option other than monetization is having to go through one of the 4 approved japanese music publishers.

I've only played Luna Nights and absorbed the lore by osmosis. But I love the bands inspired by the games. Unlucky Morpheus BTFO most of the power metal bands I've listened to, or it's just me not liking the genre. Either way, great legacy

Well for one he's not a game developer by trade. His full time job is in Cybersecurity, Shaghai Alice is a side gig at best. Second it largely comes down to him making something that was very aesthetically receptive to the 90's/00's Comiket audience. That audience had a cultural grip on the Eastern side of the internet at the time and the sheer momentum from so many people producing fan works has propelled it to a sorta legendary status.

does that apply to ZUN though? he's kind of a genius, his only shortcoming would be his art, but as i said in an earlier post it turns out his art is actually one of his biggest asset since it generated so much fan art

Indeed. The guy knew what he wanted, he knew what audience wanted. 90's and 00's were a great time for many niche things, many of which blew up in their own way. ZUN had consistency on his side in addition of his games sparking fan imagination and fan products.

This couldn't be done nowadays, since internet and fan artist culture is primarily motivated my money instead of imagination.

He manages at least one decent new character per game and there were already like 50 others if you don't personally enjoy that one. Part of the way the characters express their personality is through the design of their patterns. People who call Touhou generic or bad are mostly upset that it slacks a bit in places that traditional shmup design demand high effort. It's only really noticeable if you're decently into the genre, and even then you're not guaranteed to be put off that much by it. So the games accomplish their goals of expressing the characters just enough for people to get attached, and then side materials and fanworks drive continuous engagement.

Touhou games play very differently from CAVE games or Psikyo games, so it earned it's own niche. And Touhou is arguably the reason shooting games are still alive today to begin with.
