He's perfectly executing the job he was assigned to do by Microsoft Corporate, which was scuttle the Xbox brand in a way that didn't just seem like Microsoft shutting it down after one bad generation. After the whole universal media entertainment system idea that was core to the Xbox One at launch didn't pan out, they had zero interest in continuing Xbox as the entire point from the beginning was to build toward that.

I'm putting the blame on the HR departments for each studio, theres no way any of those games could have been good.

Microsoft has the philosophy they can just throw money at the problem and it will solve itself. They spent billions in acquisitions and forget those new entities under their arm actually and to produce tangible products. They grossly mismanaged their studios, they had no quality control, filled their ranks with DEI and H1B hires that are clearly not competent at making games.
