It is no wonder why they are going with the Key Card. The majority of sales are digital, they have the data to back this. Almost no one purchases physical anymore, we are talking 20% of the user base of the platform, why bother having what amounts to "the Nintendo Tax" if the sales are going to under perform anyway? This is essentially the same problem the N64 had, but this time there is an actual solution that Nintendo did ahead of time.
