It's actually a secret CGI cutscene from Jagged Alliance 2. If you hit that 0.002% chance of her ever spawning in the M.E.R.C website and hire her.
She's more or less "Cliff on a budget" with "only" 1200$/day for roughly the same stats, though Shoko "Sugi" Sugimoto more on Medical (whooping 95) than Marksmanship ("just" 77), but the reason she's on M.E.R.C instead of AIM despite her good stats is because if you let her idle with another man in her squad, she might "have her way" with him and give him a sizeable debuff (-15 on a random skill) that lasts a whole day. She's also hated by quite a lot of the female cast, like Buns or Meltdown.
