They have one of the very steepest learning curves for new players to overcome before they can start having fun. Which is compounded by most fighting games and their communities doing very little to smooth out that learning curve.
Add in the fact that most fighters released have a 1-3 month shelf life before people go back to their SF6 or tekken.

End result is the number of new players getting into the genre is the same or less than the existing players getting out of the genre. It basically can't grow.

Fighting games don't explain their own mechanics through gameplay. It's very hard to get better just by playing the game, the optimal approach is to read guides and frame data and lab autistically. Back in the days of the arcades and human interaction, the expectation was that more experienced players will teach less experienced ones. Nowadays that's gone because everything is already written in a guide that's available for free on the internet and people just get told to read that. You can see the internet killing human interaction in this way in many other aspects of life, not just fighting games. They just get disproportionally affected compared to other genres because they've always been about "difficulty through obscurity."
