I'm still confused as to what the hell this actually is.

It's Silent Hill: Ascension Kojima Edition.

Some footage leaked before its reveal and it just looked like Until Dawn or a Telltale game. No idea why it needs to be Cloud-based.

Cloud as in remote processors instead of your own hardware? Or is it something different?

Isn't this just a episodic horror focus streaming service? I'm not sure how cloud technology will benefit it in anyway but I'm sure Kojima has some reason for it. A stupid one but a reason for doing it.

It was always intended to be like that. He was originally working on it for Google but it had the plug pulled when Google HQ severed all Stadia development funding in 2021.

OD is cancelled? I wouldn't be surprised. I hope it means we get MGS6 sooner. Yes, Physint is all but confirmed at this point to be MGS6. They got too cute with all the hints in Death Stranding 2.

The publishing deal with Xbox just got cancelled.
Kojima is going to try to find a new publisher for OD but honestly what he showed so far doesn't look promising. Maybe it's better for him to move on to PhysInt.
