I don't think anybody needs to launch into an essay on how coding works to explain anything. Devs releasing server codes would go a long way, that doesn't neccesarrily require source code though this is a case by case basis that would likely become less of a thing depending on how a the law is worded.
Nobody can predict how this will all go down, the dynamics at play once a regulation is in place, or all the edge cases we will find ourselves in. There isn't even a guarantee a law/regulation will be put in place once the petition is submitted.
