The problem with Persona 5 milking is that unlike Persona 4 none of it is all that impactful on the characters. It almost all takes place at some unspecified time during Persona 5 which doesn't reveal anything interesting or revelatory about events in that game, about villains in the game, or recontextualizes the relationship between any of the characters. It's nothing like Persona 4, where each spinoff was explicitly a sequel and showed more growth and development of the main cast.

Persona 5 Strikers is the only good spinoff that Persona 5 ever got from that perspective in that it gave Persona fans more of what they wanted. Even the cameo in PQ2 is worse than what P3 and P4 got in PQ1.
