Since Fallout 4 was going all-in on guns being modifiable, having as many guns became impractical and had less gameplay use.
In New Vegas, and to a lesser degree Fallout 3, you switched guns as you progressed through the game.
In Fallout 4 you upgrade the guns you have.

I prefer the New Vegas method, because more guns = more cool, but there was a method to Bethesda's madness there.

Weapon customization sucked ass, it was mostly just "do more damage" shit, ironically enough pipe weapons had the best customization since it actually changed how they acted, like turning a pistol into machine gun or a sniper rifle.

Since Fallout 4 abandoned the traditional RPG method of swapping to better armor and weapons into an upgrading/module-based model (which was the reinforce the scrap-collecting and settlement-building gameplay loop at the heart of Fallout 4's design) armor became very modular.
Which also meant it looked a lot worse.

Yeah I wish they just stuck to the standard action RPG form of game design.
I get it was all meant to reinforce the crafting and settlement building gameplay loop, but the sacrifices weren't worth it
