I guess I shoulda clarified, I meant in terms of units that actually start out with a bow rank
for some more context, I decided to try out Jake this run because I noticed I don't ever really get any use out of Parthia past the midgame since most base bow units suck and you get *almost* everything you need from a C rank sniper
chapter 20 in particular which I just completed is a highlight for a strong A rank bow unit because they can one round almost everything on the map with 28 speed + starsphere which can allow you to ignore the entire top room of enemies with some good positioning
if we just count anyone who can turn into a sniper, then there are obviously better options, but they all require statboosters, at least 2 arms scrolls, and likely a couple extra if you're using Caeda or Palla, although they probably already need them to stay relevant in the endgame anyway.
