A 4060 is good enough to play tons of older games at 144hz. Hell even stuff like MGSV.

Yes. 60 is like the bare minimum expectation I have for games because 144 has been the standard for years now on PC and it's a massive jump. You might not think so with a shit monitor though, you need a monitor or TV with a low response time to get the most out of it. Doesn't even need to be like an OLED, I have been gaming on an IPS that was pretty high tier for its day for years now.
