A bartender's job is managing the scene at the establishment as much as serving drinks. Having someone get visibly drunk is a huge liability, they disrupt other guests, get aggressive, and the bar may be liable if they get a customer drunk then they drive and kill someone. Given that a bar owner makes money by offering you a service, denying it is often done for a good reason.
