Ironic because to me it's literally the opposite. The first 40 minutes of Majora are so amazingly enigmatic because of how they executed the initial reveal of the "moon falling" concept and real-time stuff, and it's very atmospheric. When you keep playing the game that impact mostly lessens, the dungeons are some of the weaker 3D dungeons, and ultimately the story isn't really that deep or dark. It's actually just a tale about "Friendship" and the whole theme around Skull Kid, the Giants and Link leaving for Navi, is about the cycle of misdemeanor, loss of friendship, and regaining of friendship. MM is a novella-sized Zelda plot.

Ocarina of Time on the other hand is complete. The game surprised you the more you played it, because you thought it would end after you collected the 3 sacred stones and have to defeat Ganon with the Master Sword. But then the whole perspective changes and the world becomes darker, and creates a theme of "Childhood vs Adulthood" reflected in Past / Future, and at the end of the game Link is the embodiement of childhood's purity and Ganon is the embodiement of the corruption of greed and power that forms with adulthood.

It just feels like a more epic, complete narrative, and it's a lot cleaner than MM.

I'm not surprised OoT isn't on the GB list. MM is the most popular internet-circlejerk choice for Zelda games, but real Zelda fans who actually played them recently will realize OoT is still a better game.
