Bro like 90% of awesome Japanese chip tunes from the 4th/5th gen is just straight stealing melodies and sound fonts from 80s pop/dance music. the on board sound processors on the SNES and Genesis were mini-Yamahas it was always an easy sound to emulate

Some of them obviously went too far and just straight up copied it but it was always a stolen sound. And I don't care because campy synth is the best musical sound ever created

Second, however, is that if you truly did understand what it means to plagiarize, then you must also understand that it's largely, but not completely, a nebulous concept. Sure, people like Kenji Yamamoto kinda just said fuck it and those examples are pretty bad, but many other cases I feel like aren't really cases at all, and are at worst opportunities for big labels and corporations to bully small people (which is analogus to the first point so I understand if that's still your fun and games). There are no original ideas anymore anyway. Sure, there's infinite possible note combinations that can form melodies, but we're several centuries into written music and, especially since DAWs came around, the shit just pours out.

Toby Fox used a small tidbit of Pokey Means Business in Omega Flowey's theme, and Megalovania uses literal samples from the same song, especially as the same song was originally a literal goddamn edit of the song for his EB hack. Is it plagiarism? Stealing?

I don't know, ask Nintendo of all fucking people. Sakurai still put the latter in fucking Smash.
