As someone who was born in Australia, I'm not really sure. I've met so many people who want to be video game developers and even go to uni specifically for it but somehow all that gets made here is boring indie trash.

Most industries are unprofitable here, not only do you have to pay your devs more, any revenue you make is more heavily taxed. If you're not digging up raw resources, the government isn't interested in taking real steps to encourage it.
