Depends on the game, usually when it launches and it's under a license agreement, you have to click on "I agree" first time you launch the game. These games usually don't work offline.
Otherwise I'd say about 95% of Steam games are lenient enough with their licensing contract that they let you play offline and dispose of the game however you want.
