I'd say the extremely bad management ever since and before KADOKAWA started the comprehensive business alliance with DWANGO in 2010 that completed with a merger in 2014 during which the community was being milked left and right for every penny for premium subscriptions while the site's software was falling behind the modern internet and became almost unusable.
I guess it says a lot that the same guy who runs 4chan now who was the head of Niwango (Dwango's subsidiary) that oversaw Nico Nico Douga left because of how shit the management had gotten lol.... He was quoted several times insulting the management for putting money first over the community during that period. (Meanwhile selling Japanese 2ch userdata to the Japanese LDP and the netuyo breeding grounds lol)
Anyways the resulting shitty management destroyed a lot of communities which merged into existing big one (inmu) that basically shit up the site any chance they'd get which was the culture onward and then all of the trend culture starting in 2014 with the introduction of the smartphone, all of the kids flooding the site without really "lurking" so to say kept eroding what was still left of it (this was a problem over and over again in its history, specifically with 2ch.) It's really a question of what the fuck happened with Japanese internet culture. Nico Nico Douga was after all created initially with BBS culture in mind which included a lot of gatekeeping once that was gone everything else followed suit... There's honestly so many things that can be attributed to its demise like now trying to fucking compete with youtube when it was originally a video sharing website for otakus to share videos with otakus (A lot of the remaining oldfags are terrified of this shift, since Japanese YouTube is basically one giant shithole.)

More impressive given the conditions in which he often made these videos. I've seen a video where WakamuraP (the producer of that video) was working on a laptop to demonstrate his video editing abilities for an online interview.
It helps that most creators of that era did things in standard definition, rather than HD, so it lessened the processing burden on atypical, affordable Japanese home PCs of that era.
I can't imagine trying to capture all that footage in a far more barely compressed codec like DivX through a Dazzle video capture device on 120-240GB HDDs, and working off of that.
Really puts into perspective how much we take it for granted, and how much I see artists struggle now with using video proxies on NVMe SSDs.

Yes, the quality is definitely worst than you remembered, because KADOKAWA turned the backend from a faux-file-sharing platform with a video player and channel + subscriptions support into a streaming platform in a vain attempt to open up to mobile users that they have ignored for most of the 2010s.

I guess I should clarify that it's a shit-hole in the eyes of a oldfag due to the content differing wildly from nico nico, like especially what gets attention and not, you have now to share the same space with all of the normalfags, whereas on nico nico you could easily filter anything you didn't like and never come in contact with it. You know getting a thousand views on nico nico and Youtube are not the same. The entire part of "a video sharing website by otakus for otakus" meant all of your viewers were, well, otakus, right. Depending on what you produced you knew that the people watching your video were of the higher caliber. Not to mention viewers and creators being split 50/50. A video worth a million views on niconico was like the equivalent of a billion views on Youtube. The site tried to put a great emphasis on the "community" part and tried to recreate the same feeling of BBS discussion meaning you could create a meme on the fly and it would get popular crazy fast depending on the merit it had, but sure, there are some examples of great videos not getting views for whatever reason so not exactly a guarantee.
