The prophecy already happened, the bunker is how the original heroes sealed away everything, the reason why the events of the game are happening is because the story was incomplete and the next generation needed to write a proper ending. The panel of the prophecy that Susie shattered is what happened to Dess, not what will happen to Susie/Noelle.
