There are a lot of additional implications for releasing an offline version of a gacha that still contains all old potentially paid content. That's for the EU to figure out the details of how it would have to work and for developers to figure out how to comply.
No doubt it will be a shitshow one way or another. And I'm looking forward to watching it unfold.
