No, live service games in general can't. Either the writers get changed, or the writers themselves change as people too much between the start and (if it even ever gets to) the end of the stories that you're left with a very hollow experience. Story in gacha always comes secondary to the products it's trying to sell you every month.

because it decided to introduce multiverse shit, the new enemy is beyond boring that gets hyped up to hell and back only to then go full jobber the moment its ever encountered, any time they try to add stakes to the story they almost instantly revert it just like how in one moment they killed off kaga instantly followed by then pretty much reviving her with no strings attached, all of this made worse by the fact they really like adding pointless scenes/extending what should be short explanations into entire paragraphs of pointless fluff, especially when half the mcguffins they introduce get instantly forgotten about, there are some neat ideas that could have worked but ultimately but as it stands now the story is essentially just your average marvel slop but with more T&A which while an improvement its still a drag to actually read

They CAN have good stories but like every service based game they need to keep the player engaged which means you should expect the story to go on and on until EoS. The question is how good of a job they can do at keeping the story going for years and years and then come up with an ending at EoS.

GF(L)1 was from singularity - polarizing light. For the entire run? No and another anon said exactly why. Due to the nature of it being live service writers will eventually either be replaced or be forced to draw out conflicts/make stupid writing decisions. Like when a TV show goes on way too long. As such we should RETURN to real games funded by gacha paypigs.
