It requires to dedicate a lot of efforts in the synergy between movement, gameplay, map design and alternate roads.
And the result will severely limit the studio opportunity to add itemshop and DLC
It's easier for them to make an open-world with flashier movement and spells, then sell a dozen of DLC.
