Ofc thats hysteric and not really a thing. Unless you're very resourceful you need quite a bit of info about someone to do any sorta harm to them. The governments and institutions kinda want to verify people beyond just someone telling them a name + ssn. Usually an id, passport, bank account + phone, up to date photo in their databases that matches your face, a relative with ID verification to vouch for you and so on.
