I'm level 17 and I reached around his mid life but took his hammer in the face.
Do I need to shut up and get better?
I have only legs armor, maybe I need to farm more.

you should do jump R2 when hes about to tail attack you, get some free stagger damage in. Parrying is also a good choice, because once you get the first parry, the next hit is always the same back slash move followed by a jump. you can basically parry lock him to like 40 percent health before he actually pulls out the hammer.

You can probably beat him albeit if you're only level 17 you've probably missed a bunch of stuff in Limgrave/Weeping Pennisula. So you might want to go explore and come back. At the very least, you should explore more after beating Margit but before entering Stormveil.

you can go around the castle to get to liurnia and level up there, I think that's what I did and came back at level 30 and beat him easily

Roll forward, use your charge attacks, you can jump sweeps like its Sekiro and jump attacks in general are mandatory to learn to keep proper pressure
level vigor, HP should scale with level in this game and doesn't

He is meant to be quite difficult if you proceed directly to him from the start of the game as a means to encourage you to turn around and explore the open world, they likely intended for you to be in like the 30s since that's about where you end up if you do all the shit that's weaker than him, but just playing better is always an option.
