Not really. Legend still sold millions of copies. Anniversary did notably worse than Legend, but still managed to sell over a million. Then Underworld sold several million copies, as did the first reboot game. Dunno about the games after that.

The 2013 reboot is literally the best selling Tomb Raider game.
