It's normal for all indulgent otaku media from anime to video games to vtubers to gacha. When you have (mostly) pure freedom of expression then you get a reflection of supply and demand. If anything lolis have been suppressed more in recent times, though.

If you take at designs from pre-covid they were far more wild and certain vtubers have had to either change their designs to stay on streaming platforms like Twitch/youtube if they're not banned outright. Old anime clips that were available everywhere on youtube that displayed the content removed etc. But in the end supply/demand is king in the world and stuff like gacha have had their formulas honed to what gives the most success over the last 15 years of trial and error.

Nah, the more variety the better. Gacha especially is about having a large variety of girls to collect. You get every girl in breeding range with most in some middle ground since it will have the most broad appeal. One extreme is not very appealing to a portion of men while the other extreme isn't either.

A gacha game that goes too far into one or the other without balance never gets off the ground. You'll see this kind of thing with vtuber agency generations too where they have multiple body types to fit a niche so that the girls have less competition and/or more unique appeal within the viewers who get attached to them.

No there's a handful of them like Rou, you could also include Roxy/Eris from the Mushoku Tensei collab. Bride Refi got them into a lot of trouble and caused them to have to increase the age rating(which is funny considering it's incredibly tame when compared to the normal stuff). That incident made them publicly come out and say they were going to cut back on releasing loli stuff. Pretty sure that Refi swimsuit is the first one since that incident.
