why did he do it?

I download fan patches whenever I am going to play something old for first time. Rebalance mods are usually no-no on a first playthrough but in rare cases vanilla feels so undercooked I apply them anyway.
Also I believe there are games unworthy of a non-modded playthrough in this day and age (i.e. toddsloppa) but mods make them serviceable.

Are there any games/mods are there where this is unironically the case?

At the very bare minimum a lot of old games can require mods just to make the game playable on modern system. Or be playable in a modern resolution.

But I'm pretty sure there are some mods that are such an improvement to the game you wouldn't even suggest playing the game vanilla.

the only time I used a gameplay mod on my first run of a game was the Infinite Wealth combat changes for Like a Dragon

Imo you should play Wizardry 8 with russian fan patch and x3 speed up even on your first playthrough, it improves the experience without taking anything from it unless you enjoy moving at snail pace and watching same battle animations for hours. Vanilla almost filtered me with how much time you spend in random encounters, I would've missed out on lots of good stuff if I got frustrated and uninstalled then and there.
