It's why packaging Sonic with the Genesis resulted in gangbuster sales. Because of this mentality, the devs legitimately didn't know if SA2 was going to be the last Sonic game with Sega getting out of the console business. As a result, they pumped SA2 full of everything they wanted in case it ended up being Sonic's swan song.
Obviously in hindsight that's not what happened, but it was the reason for the development mentality.
