Never played. Emulator or PC+Mods?
I played FF7 and FF8 on release on PS1 so I'm highly tolerant to the classic look, for what it's worth.

pc with moguri mod lets you speed up battle intros and unlock the framerate but the menus look like shit

If you're a graphics whore, the Moguri mod for AI upscaled BGs is the only choice really.
Just stay away from the gay as fuck Cheat Menu, and you'll do fine.

Otherwise, just use DuckStation and emulate the PS1 NTSC version.

Yeah shit I forgot about the battle intros. I hated them even in FF8, it felt twice as long as FF7 as they pushed the PS1 to load more shit.

PS1 FF9 has some pretty terrible loading times, but PC FF9 has a pretty ugly mobile-like interface by default. I don't know if Moguri fixes the UI.

I once went into a dragon's dogma stream where a guy was playing the game for the first time
He had a mod on for sprinting not consuming stamina and he was using the unlimited sprinting to cheese every single fight, which not only trivialized the difficulty but also meant he didn't have to directly engage the enemies so he was missing out on the main selling point of the game (the combat).
Ever since then I've been vehemently against people modding things on the first play even for "removing trivial annoyances"
If it's only for graphics that might be ok but I still hate the idea of mods on a first play
