FFX IMO is the greatest love story in video games so of course they had to mess it up with two sequels
That said Cloud and Tifa is my favorite pairing

Laguna/Raine and Cloud/Aerith are better in its own series. Third place is still a great result. That being said I've still not run into a romance in videogames, that I would call effective. But sticking to the question, the answer for me is no, the best one is MC/Yukari in Persona 3 FES.
