probably because the diva dress is considered non-canon as a "paid" dlc, and the canon outfits don't have shoes since she's standing on top of DK 90% of the time and doesn't want to hurt him

I suspect the reason is simply because it's based on a canon look, so they replicate all the details. Hence why the hair is different in length and she's wearing eyeshadow too.
If she gets an outfit based on Peach, Daisy and Rosalina, expect all of them to have shoes too.
