Lovecraft is public domain. As long as game sticks to only Lovecraft's original writings it is fair game. The waters are muddled a bit because Mythos also utilizes material by other pulp era horror writers that is not public domain yet.

HP Lovecraft turned racist when he lived in NYC for a few months during the early Italian immigration and when niggers were just fleeing the south after the beginning of Jim Crow moving into the inner cities (1920s). Called it the worst experience of his life, hated every moment he was there, and literal hell on earth.

Stygian Reign of Chaos was pretty good, just a shame the devs ran out of time and money so it was left blatantly unfinished

as an actual answer to your question, it's because
>a) every attempt to make a lovecraft game is made by fans who are passionate about his work so they set out to make something really fucking good but they don't have enough time and money to do everything they want so the end result ends up being an unfinished mess, see for example Call of Cthulhu Dark Corners of the Earth, Call of Cthulhu the Official Video Game, The Sinking City, ect ect
>b) basically no one is making CRPGs nowadays outside of studios like Owlcat and Larian who are too busy with other projects, and Indies who don't have the money to make anything significant

This game is semi Delta Green and CoC inspired and takes place in the same world but modified. It's the closest we'll ever get to a good Lovecraftian rpg. It's actually and underrated flawed gem

There are people who think they are into cosmic horror but they only like the commercialized surface level crap like monsters ans tentacles.
You can try any FFG product from the Arkham series but it's all superficial kitsch slop designed for normalfags.
The level of suspension of disbelief required to enjoy Lovecraftian horror is simply unachievable for the modern audience. You can't fear the unknown in the age of information overload.
