Because personally reviewing the chatlog of every single league game is not feasible. The costs would be thousands of times higher than just setting up a system that has a very low rate of false positives, and then handling these ~1% of false positives with human reviewers.

Also it is just a warning. They wouldn't ban OP without human reviews.

Oh and humans commit mistakes too, sometimes even more often than automated systems. It goes without saying that the only people signing up to review league chatlogs are going to be ESL indians.

The tribunal was ended by Riot precisely because 1) it took way too long to pass judgment, and 2) the rulings were not consistent.

The new system is superior in every way. A consistent algorithm reviews light cases/punishments with >99% accuracy. Then professionals (and not just random players) come in to handle the remaining 1% of either false positives or very serious cases where they have to issue a long ban.
