Why do you need a law that affects of 100% games when it will only change things for less than 1% of all of them and who will be in charge to certify that a game is SKG compliant?
Will there be an instance that will make sure that every game is compliant? Will that person and institute require money to operate?

It will more likely be on demand. If a game gets released it will be expected to comply and only after the servers are shut down unlawfully the consumers can report it/sue and then the devs will have to comply or pay the fine.
