The store itself is almost never the DRM.
An individual game can require the store be open (easily worked around for Steam,) have Denuvo or some other DRM, or have none at all, in which case you can just start the game's .exe with nothing else open.

if the stop killing games initiate works out as hoped, the day steam sees the writing on the wall and that it's going to die, they will be required to make an end of life plan to make sure you can get and have your games before it's gone.

If the game doesnt have any anticheat just optional steamworks its yours. That's on you though to buy games without real DRM. It's not steam's fault and steam is more than happy to let people pirate clean steam rips of their games and let people refund their games.

They do this because the vast majority of people buy their games and don't refund them.

I synced my Steam to my GoG, also federal copyright law states you're legally allowed to pirate if you lose access to your games.
