Why the fuck did the Dreadlords or whoever even allow Nerd'zhul to create the Helmet and Frostmourne? What was the logic there?

Not him, but my answer is also Warcraft and because he wasn't just 'chill'ing, he was controlling the scourge telepathically and had them building an almost impenetrable fortress around him while expanding their forces in the main continents.

The real answer is that the Dreadlords made a McGuffin to hold Ner'zhul. There was no lore related rationale behind it other than they wanted to bind his soul to something, given that Necromancers are pretty good at not dying. The nuBlizz answer is that the bad guys were pretending to work for a badder guy while working for a badder bad guy, who had the runecarver make these impossibly powerful weapons because ???.

So, Ner'zhul was completely and totally without influence or power inside of the block of ice. He used what little bit of power he had with a non-physical body to push Forstmourne out of the ice, which was basically jettisoning a thing into the mortal world where it COULD be found and used.

Upon Arthas' arrival in Northrend, his very nature made him susceptible to the 'call' of Frostmourne, which, the intent of Ner'zhul was to get the fuck out of the ice and escape the yoke of the Burning Legion. Arthas finds it, is corrupted fully and absorbed into the Sword, breaks Ner'zhul out and puts on the helm. Arthas' spirit is more powerful than Ner'zhuls, so after a brain battle inside of the Helm of Domination, Arthas emerges the controlling power owner. At this point, everything that happens is the desire of Arthas (admittedly, a corrupted and evil Arthas) and not solely Ner'zhul.

TL;DR, Ner'zhul wanted a bitch to get him out and Arthas was like 'under new management lmao'

ALSO also, Arthas' whole story is one of biting the hand that feeds him. It's first shown with Uther, then with his Father, then with Ner'zhul. It's a story of a man so consumed by difficult decisions and greater goods that he succumbs to the evil he feared and lets it destroy who he once was. I've always personally believed that he WAS initially righteous and just, but that righteousness can lead to rashness, and rashness can lead to corruption.

Also if memory serves the idea was that Ner'zhul could control the Scourge but the Burning Legion having him locked in a cage meant THEY controlled the scourge. He wanted out of that dynamic entirely, and Arthas succeeding in his quest actually introduced another wrinkle to the series: a third party with unchecked, immeasurable power that spreads and transforms the fallen into soldiers. Without someone controlling him, Arthas presented an equal threat to both Azeroth AND the Burning Legion. Arthas was way, WAY too hypothetically powerful to have been the third expansion's boss.

Clarified it more in the second post, but yeah, it's pretty schlocky. I love Arthas as a character but the rules of the Lich King around the Dreadlords are pretty lax and made up on the spot. They tortured Ner'zhul before he could get even more powerful until he agreed to help The Burning Legion, but he was scheming to get out of it. I imagine it was more like waiting until there was a moment to try and get away, but the combined power of him and Arthas made them realize they could buttfuck the dreadlords in their entirety if they dared to show up in Northrend.

If you consider it "lore" probably Mass Effect or Deltarune. Genuinely not sure which is more sad, but it is what it is.

Mass Effect I read all of the books (yes, including the one where Kai Leng eats Captain Anderson's cereal), read the comics, played through ME1 and ME2 at least 12 times each, went through every single codex entry, and more. Then ME3 came out and completely wiped away any interest I had for good.

Deltarune I know way too much about. Ironically, I don't give a shit about all of the "popular" theories that float around. Despite that I can basically identify where pretty much any dialogue comes from, all the different permutations, all the different hints of backstory, all of it. I used to write a bunch of fics where I was obsessed with making sure I got stuff right, so I'd actually scan over the town map to plan out what I should describe in scenes, or pull dialogue from docs people made of all lines to make sure I got certain character tones right.

Definitely not the best use of my time.

Darkwater Crossing is not near any particular hold border. The Rift and The Pale are allied with Ulfric, Whiterun is neutral. The road to Helgen (from Darkwater) actually takes you through the heart of The Rift.
How do you fuck up your game's lore this hard in the first five minutes?
