Yeah it doesn't really come off to me that way. Sure he lost his way after the girl died but when the opportunity came, he made good use of it to correct what he did wrong in the past by uncovering the whole conspiracy. That's basically what he did too in LJ for Sawa, just as an outsider, and his motivation for both these scenarios is very consistent to his character. Easy answer is 3. But I saw some autist's video recently where he claims Yakuza 3 actually has a lot of combo depth and is very fun to play around with because how wall bouncing and bounding and back combos work. But if you aren't that autistic about combat, you'll more than likely find it annoying enemies block so much and you're forced to grab a bunch.
Other obvious answers are 4 and 5. Nobody likes Yasuko very much and think 4 pretty much kills Saejima's entire character in the very game it introduces it. But maybe people like Akiyama too much care.
5 is too long and convoluted, but I will say I think this game's Amon fight is the most fun set of bosses I've fought against in this series and frankly found it a little weird you guys wanted to discuss boss fights; to me they're not really all that great since in the Kiryu games I mostly just Tiger Dropped them and in Judgment 1 Legend I was constantly in EX Heat to avoid damage. Could be I'm just a shitter, though.
Another candidate is probably Yakuza Kiwami - the story is pretty weak because we don't have enough time to care about Nishiki or Yumi, Nishiki is helped if you play 0 I guess, and the Majima everywhere system can quickly become obnoxious.

This. Yakuza 6 was pretty, but it was the most static the Yakuza games have ever been. My favorite is when the dojo guy from Y4 screams "I'M GONNNA KILL YOU KIRYU!!!!" and he's just standing there completely unemotive. Absolute sloppy work. Y6 needed an extra year in the oven, to say nothing of how much of a downgrade the combat was.

Ironically Saejima is the character that's not needed at all. His only real contribution to advancing the story is helping Hamazaki get out of prison with the secret ledger. Y4 opened with a good idea of introducing someone in a sketchy line of work adjacent to yakuza interests. The environment carried it hard, rainy Kamurocho is still beautiful and the eerie jazzy replacement for Unrest struck gold. Coincidentally Y4 and Deadly Premonition came out in the same month, with similar rainy theme and jazzy soundtracks.
Y5 was interesting and amusing in that it finally showed the reality of boring, civilian wagie life that Kiryu thought he wanted since the ending of Y1. After he killed the funding for orphanage in Y3 and prevented Daigo from securing funds in Y4 again, he had to work for the first time in his life, at 44 years of age.
