Whitehold claims to be neutral but their Yarl is 100% a Imperial dog.

Realistically the imperials should give empower a self governing Reach as a vassell state. This keeps the Nords on their toes by weaponizing their biggest potential enemies who have the natural claim on the land going back well before Nords were ever in Skyrim.

This would lead to the Nords lessening their focus on the imperials, and keeping them oppressed by their superior reach neighbors.
