it actually doesn't, what actually happens is that american feds have huge paranoia regarding anyone thinking out of turn and potentially endangering the status quo ala go inna woods
so they like using a lot of excuses to arrest people on 'technicalities' that, in reality, are just there to cover up the actual crime, or just set people up in order to foster a psyop
like "shit he has disapproved opinions but we can't arrest him for that, let's find a bomb he drew and work off of that" or "we need to psyop people into thinking there's a thread but there's no thread, let's find some guy and uh... uhhhhh... idk let's uhhhh... LOOK HE DREW A BOMB! ok good distraction guys" you know what i mean? like they don't actually care if you did that they just need to use that to cover for something else
kinda similar to what jannies on here do where they ban you for something they typically overlook like 'racism', when in reality they don't care, they're just mad you insulted them or something and found a caveat they can use as an excuse
